Location based pricing is a challenging feature technically as we do not know the customers location until the checkout process. The fees are already set prior to that happening.
One potential workaround is to ask the customers for their location and then set the fee. See the example here:

To set this up you need to follow these three steps:
Add variants to each of your products with the location. See screenshot:
Launch the Canteen App and create a new for each of your locations
Lastly, in each of the rules select the product variant you set in step 1. So in the example we selected the Oregon product variant for the Oregon rule.
